									<p>The Indian government is reportedly considering rationalizing the current income tax structure, particularly for lower-income earners, to stimulate consumption.</p><p>According to a report from The Indian Express, the Budget 2024 may prioritize tax cuts for low earners over welfare spending. These tax cuts are viewed as a more effective way to increase disposable income, thereby boosting consumption and economic activity.</p><p>The report highlighted concerns about the steep rise in marginal income tax rates. In the new tax system, the first 5% tax slab starts at Rs 3 lakh. However, by the time income reaches Rs 15 lakh, the tax rate jumps to 30%. Thus, while income increases fivefold, the tax rate increases sixfold, which is considered excessively steep.</p><p>The proposed tax cuts are expected to boost consumption, which is crucial for reviving demand and restarting the investment cycle, particularly in consumer-focused sectors. Additionally, this move could help increase GST collections.</p><p>Business Today could not independently verify the report.</p><p>The Budget for the fiscal year 2024-25 is likely to be presented in Parliament in late July. Finance Minister Nirmala Sitharaman is expected to begin pre-Budget discussions with industry groups around June 20, with a meeting with Revenue Secretary Sanjay Malhotra scheduled for June 18.</p><p>The upcoming Budget will outline the economic agenda of the Modi 3.0 government. Sitharaman aims to stimulate growth without increasing inflation while securing resources for coalition government commitments. The agenda seeks to position India as a USD 5-trillion economy soon and transform the nation into a &#8216;Developed India&#8217; by 2047.</p><p>The Reserve Bank of India projects a 7.2 percent growth for the Indian economy this fiscal year, driven by improving rural demand and easing inflation. The Modi 3.0 government inherits a robust economy with established fiscal discipline, further boosted by the RBI&#8217;s highest-ever dividend of Rs 2.11 lakh crore for FY24.</p><p>Key priorities for Prime Minister Modi&#8217;s third term include addressing agricultural challenges, job creation, sustaining capital expenditure, and increasing revenue growth to maintain fiscal consolidation. Rating agency S&amp;P has upgraded India&#8217;s sovereign rating outlook to positive, reflecting approval of the economic policies over the past decade. There is potential for a further rating upgrade in the next 1-2 years if the government meets its fiscal deficit targets.</p><p>While tax revenues are strong, non-tax revenue remains a challenge due to limited progress in strategic disinvestment, apart from the sale of Air India.</p>								</div>

During the event, Stefano Pelle, an author, teacher, and travel enthusiast, launched his book &#8216;Going Places&#8217;, which combines engaging travel stories with contributions from top business leaders. These efforts are aimed at strengthening the startup ecosystem and the broader industry to drive economic growth and self-reliance.</p><p>Industrialization and manufacturing are pivotal for economic development, as they help nations build robust manufacturing supply chains and position themselves as key players in global trade. A strong manufacturing base enhances innovation and competitiveness, creates jobs, improves living standards, and ensures economic stability.</p><p>India has seen significant growth in its manufacturing capabilities, thanks to landmark reforms and initiatives. This growth has diversified India&#8217;s manufacturing portfolio, making the country a dynamic hub driven by innovation, technology, and skilled labor. However, there is a need to focus on manufacturing innovation alongside production expansion. Recent advances in manufacturing technology and scientific breakthroughs have been largely driven by startups and entrepreneurs, who are shifting global value chains to India through domestic creation and innovation. This trend has improved product quality, bolstered India’s global trade relations, and created numerous jobs.</p><p>At the first-ever &#8216;Startup Mahakumbh&#8217; festival, organized with DPIIT&#8217;s support, dedicated pavilions for B2B manufacturing incubators and startups highlighted the importance of institutionalizing manufacturing incubators. Additionally, the ‘ONDC-Startup Mahotsav’ saw participation from emerging businesses and unicorns, encouraging them to integrate with startups to promote domestic manufacturing. DPIIT is also leveraging its autonomous institutes to promote manufacturing incubation. For instance, the National Council for Cement and Building Materials (NCCBM) launched an incubation center to support startups in the cement and building materials industry. Similarly, the Indian Rubber Manufacturers Research Association (IRMRA) is establishing an incubation center for related products. DPIIT has reached out to over a hundred large corporates, industry associations, veterans, and unicorns to emphasize the importance of manufacturing incubators and collaboration with startups.</p><p>Manufacturing startups need support from various ecosystem stakeholders to grow and scale. Manufacturing-focused incubators are crucial as they provide essential pilot, scaling, and manufacturing facilities, offering plug-and-play options that reduce the burden of high capital expenditure. These incubators offer shared facilities to support innovative product development and early-stage manufacturing, acting as interfaces between startups and larger companies. They provide access to pilot manufacturing facilities, test beds, prototyping facilities, design centers, and assistance with technology management, market access, and risk capital.</p><p>Incubators can be established by corporates, academic institutions, and research institutes. For corporates, incubating manufacturing startups offers several benefits, including leveraging startup innovation through technology transfer and co-creating groundbreaking products. This collaboration helps corporates gain a competitive edge, attract new customers, and reduce R&amp;D costs and time. Working with startups can also enhance internal teams and promote intrapreneurship.</p><p>Corporates can start with small-scale incubation programs and gradually expand, eventually setting up separate entities for long-term incubation activities. The scale and scope of these activities can be customized to meet corporate goals. A strong framework for technology transfer and procurement will facilitate mutually beneficial collaborations between startups and corporates.</p><p>Eligible entities can also explore government benefits extended to incubators through initiatives like the Startup India initiative, Atal Incubation Centres (AICs), National Initiative for Developing and Harnessing Innovations (NIDHI), Technology Incubation and Development of Entrepreneurs (TIDE), Biotechnology Industry Research Assistance Council (BIRAC), and Innovations for Defence Excellence (iDEX).</p><p>Manufacturing is crucial for India to achieve self-reliance and global competitiveness. The startup ecosystem can support manufacturing startups by creating more incubators that nurture innovation and enhance the nation&#8217;s manufacturing capabilities. Collaboration between established corporates and emerging startups will create a mutually beneficial environment, contributing to the overall development of the nation.</p></div></div></div></div>								</div>

According to the latest data on state-wise collections, Maharashtra takes the lead, followed by Karnataka as the second-largest contributor to the GST pool, as highlighted in a Crisil report released on April 11.</p><p>The Crisil report, titled Quickonomics, underscores Maharashtra&#8217;s dominance not only in absolute GST collection figures but also in per capita terms. When adjusted for population size, Maharashtra secures the top spot, indicating robust consumption spending within the state.</p><p>Drawing a comparison with states of lower income, the analysis by Crisil delineates the top three states exhibiting the highest per capita consumption spending: Maharashtra, Karnataka, and Haryana. Conversely, states such as Bihar, Uttar Pradesh, and Jharkhand occupy the bottom ranks in per capita consumption spending.</p><p>Furthermore, when analyzed on a per capita basis, states like Uttar Pradesh, West Bengal, and Rajasthan witness a downward shift in rankings, signifying relatively lower per capita consumption spending despite their substantial absolute GST collections. Conversely, states like Haryana, Telangana, Kerala, and Punjab show an upward trajectory in per capita spending, indicating higher average consumption expenditure per individual.</p><p>The report also underscores the correlation between per capita income and average consumption, noting that states with higher per capita income, such as Telangana, tend to exhibit higher average consumption levels compared to states with lower per capita income, like Bihar.</p><p>Despite significant disparities in per capita income between states like Telangana and Bihar, their average GST collection growth rates over the past five years (fiscal 2020 to fiscal 2024) remain relatively similar. Specifically, the gross collection of Direct Taxes (before refunds) reached Rs 22,27,067 crore, a substantial rise from Rs 18,75,535 crore in the corresponding period of FY23.</p><p><strong>Net Direct Tax Collections:</strong></p><p>Net direct tax collections from April 1, 2023, to March 17, 2024, experienced robust growth at 19.88%. The net collections amounted to Rs 18,90,259 crore, compared to Rs 15,76,776 crore in the corresponding period of the preceding financial year.</p><p><strong>Composition of Net Direct Tax Collection:</strong></p><p>The net direct tax collection of Rs 18,90,259 crore includes Corporation Tax (CIT) at Rs 9,14,469 crore (net of refund) and Personal Income Tax (PIT) including Securities Transaction Tax (STT) at Rs 9,72,224 crore (net of refund).</p><p><strong>Advance Tax Collections:</strong></p><p>Provisional figures of total Advance Tax collections for FY24 reached Rs 9,11,534 crore as of March 17, 2024, marking a significant growth of 22.31% compared to the corresponding period of FY23. Corporation Tax (CIT) accounted for Rs 6,72,899 crore, while Personal Income Tax (PIT) contributed Rs 2,38,628 crore.</p><p><strong>Refunds:</strong></p><p>Refunds totaling Rs. 3,36,808 crore were issued in FY24 until March 17, 2024, reflecting a notable increase of 12.74% compared to the previous fiscal year&#8217;s refunds of Rs. 2,98,758 crore.</p></div></div></div></div></div></div></div></div></div></div></div></div>								</div>

Each state has a facilitation council to settle disputes and issue directives for payment, but these measures often fall short, leading to lengthy disputes and defaults. An estimated Rs 10.7 lakh crore is believed to be tied up in such dues.</p><p>In response, the Ministry of MSME is contemplating reforms to simplify procedures and expedite payments. They are also exploring ways to ensure the enforcement of awards issued by the facilitation council.</p><p>Additionally, the Ministry is considering incorporating mediation as an alternative dispute resolution method, following the passage of the Mediation Act, 2023. While most contracts between MSMEs and buyers include arbitration clauses, this process can be time-consuming.</p><p>These proposals are currently under discussion, and the Ministry plans to engage with stakeholders before finalizing them. The overarching goal is to lay the groundwork for these reforms to be implemented by the next government.</p><p>Addressing payment delays is crucial for MSMEs to enhance productivity and efficiency. In line with this, amendments to the Income Tax Act, 1961, have been introduced, stipulating that if a company fails to pay an MSME within 45 days, the overdue amount will be added to its profits, subjecting it to corporate tax.
